El 3 will be a new multi-use building at La Marina which will physically integrate tourism, community and work functions. It will be constructed in the parcel between Edificio del Reloj and the old Estación Marítima (a soon-to-be innovation hub). The building will occupy what is now an abandoned parking lot, attracting more pedestrian traffic to the otherwise underused south part of La Marina. The name of the building makes a reference to the old industrial shed (Tinglado 3) which used to occupy the same parcel before it was destroyed in the second half of the XXth century. As a mixed-use development, El 3 has the potential to integrate hotel accommodation rooms, offices and co-working spaces, shops, conference rooms for community gatherings, cultural facilities, a cafeteria, and many more. Currently, the form, use and value of the building is being co-designed through an open participative process together with the local community.
The 2017 Strategic Plan of La Marina sets out to achieve the economic activation of an underused space through continuous civic engagement. By inviting the local community to co-design and co-define the shape, use and value of a new multi-purpose building, CV07 is working to achieve just that. The construction of El 3 will enhance La Marina’s economic sustainability, generating steady revenue that can be reinvested in the improvement of the public space. It will also grant CV07 greater financial authonomy and independence, allowing the institution to function more effectively. Beyond the economic benefits it brings, a multi-purpose building with an accessible and permeable first floor has the potential to become an epicenter for cultural and social activity in the southern part of La Marina and greatly increase the value of the public space in the area.
CV07 commissions a feasibility study on parcel A08-2 of La Marina where the new multi-use building will be constructed. The study is carried out the local architectural cooperative Crearqció.

CV07 and Crearqció launch the first phase of ´Imaginem El 3´ which is both a communication campaign and a participatory process that aims to co-create alongside the local community the future use, form and value of the upcoming multi-use building El 3. The first phase involves the dissemination of an online survey, designed to gather feedback on what the new building should look and feel like, and what its relationship ought to be with the surrounding environment. The survey is open to everyone but is especially advertised among community organizations and institutions which are closely related with the space: the local music societies, the neighborhood associations of the maritime district, the Institute for Secondary Education Baleares, companies based at La Marina and the students of EDEM business school. CV07 and Crearqció launch the second phase of ‘Imaginem El 3’, which includes three on-site participatory sessions of co-design. The first introductory session features an overview of the project, a review of the online survey results and an open discussion on the values and public interest of the new building, moderated by facilitators from Crearqció. In response to public demand, an additional session is scheduled between Crearqció and local participants to further define the terms and conditions of the official call-for-tenders document.
The final conclusions of Phase 1 and Phase 2 of ‘Imaginem El 3’ will be synthesized and presented in 2019. The feedback from all sessions will be included directly into the terms and conditions of the official call for tenders prepared by Consorcio València 2007.
